You should get a shredder, not that shear. A shredder is gonna work faster and should result in better class of scrap earning you more money

most shears have a way to set the space between the blades. usually it is by moving the guides of the moving blade block

Can’t you shim out the blades to reduce clearance. That’s what I always did.

I operated one similar but it was top load slide that drop down to the cut edge we use it cut up rebar alot
