Decided and knowing are two different terms. He knows everything before he created us. We are the ones who decide. If I know something about you it doesn't mean I am making you do that, you were going to do this because of your free will, I just did not interfere. It's that simple. Then there comes people with power and influence like kings and rulers who decides fate of the people through policies. God never interferes in the affairs of his creation until he has to.
