Jesus! I live in Eastern Europe in a 80 year old brick house. Not insulated. I would lose around 2c in 1h. When it's -10c outside. Pellet boiler.

paint the wall behind the radiator with metal paint. job done . it reflects the heat, and you can paint over it

You need to check how much oil is used to keep it at 17 degrees for several hours as well as tge warm up time

That is cold dropping to 10/11 inside , should be sitting at 14/15 worst case. You are in serious need of thermal lining that house probably most effective way

Interesting fact. Radiators don't heat air by radiation. They heat by air circulation.
Do not create a cold spot on your wall behind the radiator else it will get moldy over time. Insulate outside.
