Gandalf is basically an Angel. He doesn’t use his full powers because he’s only there to be a guide. The only times he seems to go all out is when others aren’t around (weathertop, the balrog)

He's spot on. Gandalf is a celestial being, one of the Ainur, existed before the shaping of the world. Magneto is powerful, but not on Gandalfs level.
