I Dan, i have a website that was hacked with user create by the hacker. when I try to remove the username from access the dashboard that user account never delete. I have try to remove that from the database as well and still have same issue and even with that still creates duplicate username automatically. is there any way of fixing this kind of issue

Why do you block google from indexing in step 1? if you do step 3 only doesn’t it remove the page and then your step 2 if possible will stop future indexing of that page?
