Green tones are because you are still having yellow in your lightening phase. Prelightened it past the yellow akd then pretone.

If you can get pravana color, mixing 2-1 blue and blue topaz it will get the perfect cobalt/bright blue!

Pravana vivid blue topaz is a nice true blue. And if you add a tiny dot of orange to it, it really tones down and mutes down the tealiness

My perfect combination for the best blue that fades true blue is a bowl of half Deep Blue from Iro Iro and Violet from Iro Iro. It fades a grey-ish blue and have never struggled with it turning aqua.

I mixed a bit of Pulp Riot Sorcery with Pulp Riot Nightfall and I got a very pretty blue that never turned green, even when it started to fade. i tried to make a more blue toned purple, but the Nightfall totally overpowered the Sorcery (already a blue toned purple). The purple in Sorcery canceled out the yellow in my freshly bleached hair, and i was able to get very true blues after. I loved it because the blues always turned green on me and i never did blue because of that reason. Just something maybe u can try just in case this doesn't work 😁🥰

Yes always pre tone with violet and then adding a purple to the blue color will be ur best friend. Also use the rest of the color to mix with conditioner as a refresh
