We just went through this process with a fixer upper and I would recommend replacing the subfloor. We did multiple layers of KILZ and the odor remained. You could see spots seeping through the floor.

We used shellac to seal in the smell of ours when we first moved in. Replacing the floor wasn't in our budget. 15 years later, the smell has never come back.

oil based we did 2 coats and I painted with extra old paint I had. cut out the worst spots and hot days can still kinda smell it couple years later should have cut more out

The only issue is that you might get trapped moisture under the subfloor from below, causing rot and or mold.

this works. i had to do this in a few spots in my house when I moved in and we redid the floors. 5 years later you can't smell anything.

shellac is the way to go for that. get a data sheet and you'll see that an oil or a wastebasket primer is a waste of time.
