It is 4:4, there are 4 beats but typically you clap on beats 2 & 4 bc live audiences aren’t consistent so if they clap on beat 1 & set their own slightly off tempo it can throw off the musicians

to all the tone-deaf comments: This song is in 4/4. She is clapping on all 4, most people's instincts is to clap on either 2/4 or 1/3. She's not going too fast, and it's not "the tempo not the beat."
