I take my car seat and use a car seat dolly (it securely attaches to the car seat). That doubles as my stroller through the airport, and I gate check it.

Easier said than done first time I did that they left my car seat in my hometown and I had no car seat when I got to my arrival place for 36 hours

Instead of more plastic waste when it comes to the puppy pad thing, you could pack a swaddle blanket to lay down (they are lightweight and easy to pack)
