chip companies dont fill the bags all the way up because if they transport the chips by plane, the air pressure rises and if the bag were completely full it would probably pop (this is just what ive heard im not sure its true, but it makes the most sence)

The reason they do this is because if they full it to the top, when they're getting shipped,they will get crushed and the chips won't be fresh, also since the bag is low they lower the price so if they were full they'd be like $5
