Locking out on a preacher curl IS HEALTHY AND SAFE. Everyone who goes to the gym has seen videos of some dumb bodybuilder who’s trying to max out on preacher curls (even though they never load preacher curls heavy or throughout full elbow extension) and they end up tearing a bicep or two. But at the end of the day, we need to understand that locking out the elbows on a preacher curl is healthy and fine as long as you’ve achieved strengthening of the distal tendon that will allow you to load this part of the rage of motion safely. Same goes for locking out on a leg press.
