I’d call the problem solvers on the local news stations. Tell them that you reported the issue and that the building is not doing anything to solve it. Let your building know that you called the news.

I would want to know where the property line is at…because if it is your building, i would assume it is their liability unless otherwise stated. I also wonder if its an electric snowmelt system….
