This won’t work. There’s nothing wrong with your paint, the clearcoat is peeling off. My 2000 grit sandpaper and lightly scrub it and then spray it with some clearcoat enamel and it’ll look good.

that is a painters nightmare ,once that's all down in the pores of the paint it's almost impossible to get new paint to adhere properly and not fisheye
