Instead of a handicap sign should have a reserved spot sign. Anyone with a placard would be able to park there and think they are ok.

I wouldn't left note I'd call a tow. I'm disabled and so my son.a neighbor likes to block our handicap spot slightly meaning my son's bus can't pick him up without us going into street.have them towed
