It’s property owners, who own multiple properties/stores incl. apartment complexes.They must have known $70-$180 was lower than it should’ve been and were mad they actually have to pay up.

At this trailer park I worked at , the owner owned all water meters for each tenant , the park was all connected by one meter , the owner had us get the meter readings in the park and he had us charge
