Ang walang katapusan at pabalik-balik na malisyusong paggamit ng CF ng mga kalaban against VP Inday Sara ay bigyan natin ng linaw with supporting documents, facts lang tayo. In May 2022, Inday Sara Duterte was elected as Vice President of the Philippines garnering the biggest mandate among all the elected officials with a total vote of 32,208,417 (61.53%). Ang mga Duterte ay kilala sa mabilis na gawa at hindi puro salita, tapang at malasakit, anti-epal kind of public service, at galit sa mga abusado. Undoubtedly, sila ay pinagkakatiwalaan at minamahal ng taumbayan kapalit ng kanilang serbisyong totoo at taos-pusong paninilbihan sa bayan. So upon her official assumption in the OVP in July 2022. Nilatag niya ang maraming mga programa para sa taumbayan. Inday Sara, like all other elected officials, was operating in a remaining budget by her predecessor, VP Robredo. Ang total budget ng OVP for 2022 based on GAA ay P702 million. This 2022 budget was approved under VP Robredo. See GAA copy for reference. Based on OVP’s Statement of Appropriations, Allotments, Obligations, Disbursements and Balances (SAAOB) ang total amount na nagastos o nagamit na ni VP Robredo for the period ending June 30, 2022 ay P338.6 million at may natitira nalang na P363.4 million. Total Appropriation 2022 P702,035,000.00 Less: 1st Qtr 2022 P206,316,552.47 Less: 2nd Qtr 2022 P132,282,205.07 Total Obligations P338,598,757.54 Balance P363,436,242.46 Therefore, with that balance of P363.4 million, kulang na kulang po ang natirang budget na yan sa maraming programa si VP Sara related to social services projects and good governance programs 1) Libreng Sakay 2) Public Assistance like opening of the satellite offices was aimed at helping people, particularly those outside Metro Manila. 3) Medical Assistance 4) Burial Assistan 5) PagbaBAGo Campaign 6) RICE Program 7) Mag Negosyo Ta 'Day 8) “You Can Be VP

Siya ay na-elect with such a big mandate, afterall. Bagong opisina, bagong mga programa, bagong team at mga kasama. In a letter dated August 22, 2022, VP Inday Sara wrote to Sec. Amenah Pangandaman of DBM requesting a total of 403.46 million to ensure continuous operations of the OVP for various purposes in 2022. The total amount approved by the Office of the President: Financial Assistance Subsidy P 96,424,000.00 Confidential Fund P125,000,000.00 Total P221,424,000.00 The actual implementation of the concerned programs na CF related ng OVP started December 13, 2022, the same date the SARO was released, kasi pwede ka lang pumasok sa isang obligasyon pag meron ka ng SARO. So, ito iyong naririnig natin palagi na 19 Days. Kung ang NCA ay na issue ng December 15, 2022, pero syempre may proseso pa para actually ma release ang tseke. As per SAOOB, the actual payment of the obligation only started on December 21, 2022, hence the 11 days issue (December 21, 2022 to December 31, 2022). So kung ang pera ay naging available lang December 21, 2022 PAANO I-EXPECT na maipambayad ng MAS MAAGA? WHY MAKE an issue sa 11 days lang nagamit ang pondo? KASALANAN BA NG OVP na di agad narelease ang pondo? Whathappens if di nagamit ang pondo na inapproved at nireleased sa OVP at the end of the year, by December 31, 2022? Kung issue sa House ang Notice of Disallowance ng OVP, sila sa Congress may P6.156 BILLION Notice of Disallowance rin.
