wrong! they're NOT going to be illegal, it DOES have to be program, it is NOT digital so chances are that you won't pick up local police frequencies. it's a good radio but learning needed

They DO have to be programmed. No matter what he says. They come with TEST FREQUENCIES that are programmed at the factory. They are not meant to be used by the buyer.
