not always. if you want cards out of their hand, 1-2k over. 2k to more likely guarantee board clear. 1k to guarantee at least 2 1ks or 1 2k which will set you up nicely to hit a game ending blow

Like others said. if you want to milk him/her just swing for matching numbers. they have to counter. You might overuse don while you could have made a better play depends if you are aggro or control
