I looked this up. Officer was never charges but it sounds like the victim and he knew each other personally and wasn't sure he wanted to press charges. Insurance paid for the damages.

Well,.the "inspector" would not last 5 questions with an attorney on the stand. He could not time stamp when those marks on the tire were made. He is no expert obviously. He would help the defense.
