it is 15 minutes earlier to have room for unforeseen delays plus you take not the last, but the bus/train etc before, if you miss one or one gets cancelled.

Everything depends on the person you want to meet. Students are often 15 minutes late, while workers are 5-10minutes earlier. Hope that helps with the confusion.
