For products like aluminum, there are very few domestic alternatives for the US manufacturer. So they will simply pay the tax. Aluminum smelting won't relocate, it's to energy intensive and expensive.

As a person who works in the fastener (bolts and nuts) manufacturing industry in Michigan. A tariff on steel, and not steel products, will drive the cold heading (manufacturing) to move to Canada.
