I don't think Grandma is the AH here, but I don't think CPS was the right choice. Better option would be to bring the teen to live with Grandma and get her emancipated.

(1) 90s kid here. As kids all my friends (with siblings) had to Do that. To help is one Thing but often it's not just "helping" the parents it's raising a parent so the adult (OG Parent) don't need

No way to fix this with daughter. Granddaughter is unhappy. When I was 12 I was given my 2 year old sister to care for when not in school. I couldn't do that to my own kids. CPS was the only option.

Not sure if this is in US too but the gdaughter can sign herself into care under a youth service care agreement. But going to live with grandma would be her best option
