It sounds to me like those jobs should be seperate paying jobs and the library shouldn't be the only infrastructure available for people to get any of that assistance.

My sister is the head librarian in Alta Dena, CA. Her job, esp during the Eaton Fire was much more like a city manager than a book collector. Her job is wildly complex.
