i thought in an updated code by the NEC in 2023 you could no longer install outlets below the counter top surface.

Agreed, stupid code. I think it should be up to the homeowner since they are the one paying for it. They won’t let us have the outlet on the end or side anymore, has to be a pop up in the countertop.
