that's what my pharmacy had me do when they upped my son's epilepsy meds. they filled it as a refill when he ran out early but I just assumed it was the insurance

If a Dr changes dosage, it should go thru no matter the refill date. It's considered a new/different script

You need to report it to the state pharmacy board. This issue needs to be handled above the tech’s employer. My mom is a pharm tech.
