I saw elsewhere that it’s okay to prune the dried blooms (above a bud) in spring when all chances of frost are gone? Is this accurate? I haven’t yet but I’m still learning!

I didn’t prune mine in July. 🥺 I had just planted them in the late spring and wasn’t sure.. should I pull off the old dried flowers? Will they be all spindly and weak?
