Lawful Permanent Residents (LPRs) have more due process rights than nonimmigrants when returning to the U.S. after traveling abroad. CBP may pressure LPRs to sign Form I-407 (abandoning LPR status), but signing is voluntary and refusal does not automatically result in detention. If CBP claims abandonment, they must issue a Notice to Appear (NTA) for a court hearing. Even if an LPR signs Form I-407, they still have the right to contest the abandonment before a judge.
