I have mine in military time- one I work in a hospital and it’s so much easier to understand but the real reason is that way I don’t have to double check my alarm clock to see if it was ‘AM or PM’

Ignore the first digit and subtract 2. If he says 15:45, ignore the 1, then do 5-2=3 so 3:45pm. Once it gets to 20’s, I pretend the leading 2 is a 1 and subtract 2. So 21:30 would be 11-2=9 so 9:30.
