What happens when a system designed to support vulnerable children creates financial incentives around their difficulties? A discussion on The Shawn Ryan Show raised this question after foster parent Jen Lilley recounted a conversation with another foster parent who claimed she earned $28,000 a month and advised her to seek children classified at higher rates. The important business lesson is not simply about money. It is about incentives. In management, economics, and business strategy, people generally respond to the incentives built into a system. Foster care maintenance payments are intended to help cover the costs of caring for children, and some states provide additional payments when children have greater behavioral, emotional, or physical needs. For example, Virginia uses an assessment of a child's needs to determine enhanced maintenance payments. The problem worth examining is what happens when the measurement system can create unintended behavior. A payment structure may be designed to ensure that caregivers have enough resources to handle difficult situations, while critics argue that poorly designed incentives can create opportunities for abuse or perverse behavior. That distinction matters. A claim made in one conversation should not automatically be treated as evidence that the entire foster care system operates this way. The underlying principle, however, applies across business, government, and startups: when you reward a specific outcome, people may optimize for the reward rather than the mission. This is why founders and leaders need to think beyond what a system is supposed to achieve and examine what it actually incentivizes. Good strategy aligns financial rewards with the outcome you genuinely want. If the metric becomes more important than the mission, people can learn to optimize the metric instead ot creating real value.
