I had one that looked like that, but bought in Japan. You are supposed to pull up the fabric behind the back and obviously not use it with babies that can't sit on their own.

I love mine for nipping up not the shop or something, yes it's not a hands free carrier, but it helps support my arms carrying a baby! and to be fair if baby gets hurt, that's on me not a company.
