I work as a tech here, create a windows 11 iso drive using NTlite. it’s safer than rufus and has more options to remove / add oobe options

use "windows configuration designer" you can set it up so it creates an account, installs software, and changes windows settings all automatically.

Just click on other sign in options, domain join and then it lets you make a local account. Or use rufus to make an installer that skips all of that 👍
