Klein is incorrect. Almost 40% of houses sold in the Atlanta market last year were purchased by large companies not individual owners. Most of those purchases were converted to rentals.

Alot of de-regulation can be anti-monopolistic, not regressive. Small businesses often sell because they can't keep up with the administrative burdens of regulations. Thus, industry consolidation.
