In 1994, Nigerian policemen were still asking what happened to nearly $1.8 million (about ₦200 million then) the UN had paid for their Namibia peacekeeping mission years earlier. The money covered allowances for 183 Nigerian police officers who served in Namibia between April 1989 and June 1990 under the UN Independence Settlement Plan. After the mission, the UN reimbursed the Nigerian government $1,776,700 for disbursement to the officers. When many of them remained unpaid, officer Julius Ogie petitioned General Ibrahim Babangida in 1992, accusing then Inspector-General Aliyu Attah and senior police officers of falsely claiming the allowances had already been paid. The presidency ordered the police to pay immediately, and the Police later asked the Finance Ministry to release the money in naira. The case then became more confusing. Some senior officers claimed the officers had already been paid in Namibia, citing travellers' cheques and payments handed to the contingent commander. But the commander, E.N. Ifejika, insisted the money he received in Namibia was different from the UN allowances owed to the officers. As the conflicting claims piled up, another explanation emerged: the Namibia file had disappeared from the Inspector-General's office. For the officers still waiting for their money, finding that file had become the key to solving the mystery.
