Kabinet Presidensial dibentuk, dengan Soekarno sendiri sebagai ketuanya. Hingga pemilihan umum digelar, Komite Nasional Indonesia Pusat dibentuk untuk membantu Presiden dan bertindak hampir sebagai badan legislatif. Komite serupa juga dibentuk di tingkat provinsi dan kabupaten. Mendengar berita pembentukan pemerintah pusat di Jakarta, beberapa raja menyatakan menggabungkan diri dengan Indonesia. Sementara beberapa lainnya belum menyatakan sikap atau menolak mentah-mentah, terutama yang pernah didukung oleh pemerintah Belanda.[30] Khawatir Belanda akan berusaha merebut kembali kekuasaan di Indonesia, pemerintah yang baru dibentuk tersebut dengan cepat menyelesaikan persoalan administrasi. Saat itu, pemerintahan masih sangat terpusat di pulau Jawa, sementara kontak ke luar pulau masih sangat sedikit.[31] [32] Pada 14 November 1945, Sutan Sjahrir menjadi perdana menteri pertama mengetuai kabinet Sjahrir I.
