Authorities say the man, who at the time weighed just 69 pounds, had been held captive by his stepmother. Waterbury Police Department released images showing the condition of the house. Kimberly Sullivan, 56, has pleaded not guilty to charges of assault, kidnapping, and cruelty. Sullivan is out on bail but is required to wear a GPS monitor. Sullivan's next court date is set for April 22.
