I think the story is a metaphor about grieving. The first loss is when she died but the second loss came when he chose to make her a memory.

i like the idea that Orpheus looking back at Eurydice is the definition of true love and hades knew. He knew that if Orpheus truly loved Eurydice he would look back, he knew he WOULD look back
