Since that Reagan speech, they kept tariffs near zero. For 4 decades after that US industry has been offshored to China, other Asian countries. Phones, TVs, computers, chips are not made here anymore

The International Free Trade Agreement in the early 90's started this mess. Sending jobs overseas for cheap labor so the CEO's could meet their bonus goals. Meanwhile, so many mfg jobs were lost.
