I’d file a report each time he brought it up, establish a pattern of behavior. He is definitely testing boundaries and he’s got the neighbors on his side. Please do this to protect yourself!

Please buy one of those bug finders. Make sure you don’t have video or listening devices already installed. Age- irrelevant! Be direct and say no. Wierd. Avoid. Get security.
