Place the toasted chilies in hot water and soak for 10–15 minutes until softened. 2. Make the birria sauce 1. Add the softened chilies to a blender. 2. Add onion, garlic, tomato paste, cumin, oregano, paprika, cinnamon, apple cider vinegar and about 1 cup beef broth. 3. Blend until completely smooth. 4.
