I'm trying to model my own VTuber model but can't for the life of me figure out how to do face rigging. do you just rig the face with normal bones and then the tracking software magically picks it up?

depending on your program, you actually can either use a game capture and allow transparency OR use NDI/DistroAV OR spout2. they should capture with no background and run clean!

Have you tried using the spout2 plugin? it would make vtube studio transparent, and vtube studio also supports transparency too
