No, bullets don’t have enough mass to continue falling at the same speed as being fired. If a bullet falls from that height, it will hurt but not penetrate.

in most cases, the bullets falling from the sky have slowed down to hurt, but not kilm someone. and most those are over uninhibited spaces cause the fights are to stop or get into industrial areas.

I’m not sure about the overshoot question but I do know that a pilot in an f16 has a confirmed kill with an unguided bomb on an enemy helicopter due to the fact that he ran out of missiles and bullets

Yes, there have been a lot of them. They’ve also been a couple of mid air collisions between planes because of overshooting problems.

I'd send you to WW1, to find it, as some pilots early on shot off their own propellers. tech to prevent that was developed by allied side, but not adopted til found in central powers planes

A fighter jet can outrun its own bullets and it has happened before. The danger isn't in striking the airframe, it's in Fodding out the engine.
