Southwest Nigeria this is done by some as a religious practice. Water that has been prayed into is sprayed in front of shops by owners to increase sales and ward of bad luck

It’s common in Asia as well, to cool the pavement and to keep the dust down. Got nothing to do with any tradition thousands of years ago!
