1/2 Try Berlaymont Health Centre. Lovely English speaking doctors. It is private but you get around half back with your mutual for a dr visit. My recent podiatrist appt there cost €45 for footcare.

Look up how to properly cut your toenail to prevent it getting ingrown. I had a recurring one for a year, until I learnt to cut it in a straight line, and never too short. Always leave it quite long

In the US, a fingernail or toenail is usually seen by a dermatologist. If it was an ingrown nail, then a dermatologist would have dealt with that. At least that’s what happened with my husband in TX.
