I’m not sure where you went to law school but you do have to show identification if the officer is going to cite you for no seatbelt. In Florida, it’s 316.614. Most states have something similar. The officer was not on her game, though. As soon as you admitted that the seatbelt was broken, she could have cited the driver for mechanical violation and required her to have it fixed within a given period of time.

The side of the road isn’t the place to argue your case. After you get the ticket, go back and take a picture. If it’s not a stop sign, then go to court and you’ll win. If it is a stop sign, then either pay the ticket or challenging in court.
