you're supposed to boil it till the gel us thick but not too sticky. the wateryness is okay. I also think you applied too little on the scalp,just my thoughts though

boil it while testing it's elasticity btwn the thumb and the index finger until it becomes a little bit stretch but not too thick,, sieve immediately then let it cool ,,,as it cool it becomes thicker
