I strongly suggest looking into if your child has a tongue tie. This is usually the reason for mouth breathing. Your child’s dentist can check and know with just a look.

there is no point for the holes. He can't suffocate. When you can't breathe through your mouth your brain immediately makes sure you breathe from your nose. If he can't breathe he would wake up because of the amygdala, which would trigger fight or flight mode.

There could be anatomical reasons why children mouth breathe. I would first look into that before taping their mouths closed because it could get in the way of their airway
