Adrienne :
Keigo had wings, but there was no point to them as he was always tied somewhere to stay within reach of the Hero Commission. Till the hero commission finds he has lost what made him useful, then he will truly fly free.

He had the quirk that resembled freedom yet that word is simply unknown to him

Hawks will never be free from the commission until the last breath leaves his lungs. He will live his life in false freedom, dragging the shackles behind him. Keigo Tamaka will forever be a name listed until commission property

he's free from the commission u say???maybe but he still experienced them so he'll always remember them but at least others won't experience what he did(hope this makes sense)☹️

Although he loses his wings, the commission continues to keep him as special ops to "maximise their investment". Hawks never gets to be free, he is just unable to ever soar to a physical state of freedom.

Kyuu :
I saw someone once comment “I wonder if Tokoyami takes Hawks on flights just like Hawks used to take him on flights through the city”. It’s sad when you think about it, and how Keigo only got to be a pro for 4-5 years.
