I'm guessing alot of you in these comments have never had a reactive dog, and I hope you never do. He is doing exactly what needs to be done to show the dog there is no reason to act that way. whether it's fear or aggression. please stop treating dogs like people. What he is doing can prevent that dog from being put down in the future.

He is transferring his energy to the dog. Every tap he gets is a way to redirect the brain. He is assertive and calm and will eventually calm the dog down using his energy to do it.
