Chain link fences between property lines are sometimes “party” fences (both parties own) so she may not actually have the last say about that. Check in to it.

Report the dog barking as a noise complaint. Check with your city ordinances because mine is really clear that constant barking is fineable and needs to be addressed.

Call animal control….over and over. They will contact her and should enforce her to bring them inside if they keep receiving complaints. Dogs are not allowed to incessantly bark in neighborhoods.

Also, I’d start recording for the noise issue as well. Owners aren’t allowed to just let their dogs constantly bark. They will be ticketed. She’s not working with you on the fence.

put up the ugliest bed sheets that you can find hang it up on a wire to it not permanent and wait 2 week and see if she it up for renegotiate

Get a survey first. Make sure her fence is on her property. If it’s on your property, ask her to remove the fence and since the fence needs removed, you build the fence you want 100% on your property.

3 ft bylaw is odd. You should be able to put a fence right along your property line as long as it’s 100% on your side even if there’s another fence. Meaning within an inch of your property line.

I don’t know the laws where you are, but where I live in Canada, constant dog barking is a bylaw violation and the owner can be fined and possibly need to get rid of the dogs if they don’t comply

Having a fence makes barking worse. Make friends with the dogs and as they get to know you they won’t bark anymore
