The “janky wires” are vacuum lines don’t touch them they break easy and block heaters are aftermarket and the weird cable is just the other end take em off the overflow isn’t stock

That’s why the pressure is building up. The purpose of the coolant tank is to release pressure. I would reconnect it and should take care of the issues

Not surprised with a block heater not sure how cold it gets there but with winters I’m sure it would start hard without one, I have five vehicles right now and all have a block heater all my v8s and even my little Malibu with a four cylinder but I do live in the Midwest
